SNB/PA, pour la conservation et l’exploitation durable de ce patrimoine
national et mondial. |

Le Rwanda a ratifié la Convention des Nations Unies sur la Lutte contre la
Désertification (CCD) et l’Atténuation des effets de la Sécheresse
le 22 octobre 1998.

Deuxième Rapport National sur la mise en œuvre de la CCD au Rwanda -
Le présent rapport concerne la mise en œuvre de cette
Convention et en constitue le deuxième élaboré après la ratification. L’objet
de ce rapport est de faire état de la mise en œuvre de la CCD au Rwanda.
Concernant les problèmes auxquels fait face le Rwanda, il convient de signaler
ceux qui sont liés aux activités de l’homme dans les différents domaines de la
vie et ceux qui sont liés aux facteurs naturels. Dans le domaine de
l’agriculture, les grands problèmes sont la surexploitation des sols sans
amendements, la mauvaise gestion des eaux de pluies et le faible aménagement
des bassins versants qui accentue l’érosion. L’exiguïté du territoire national
combiné à la démographie galopante, et déjà suffisamment élevée, conduisent à
une pénurie des terres arables et accentuent la pression sur l’occupation des
terres de sorte que celles qui sont marginales sont abondamment colonisées par
les activités agricoles. Dans le domaine forestier, on note une
surexploitation des forêts et boisements pour fournir plus de 95% de l’énergie
consommée dans tout le pays. Une grande partie des forêts naturelles a été
déclassée au profit de l’agriculture et de l’élevage. On note également la
mauvaise gestion des forets et boisements liée à la faiblesse du cadre
institutionnel. …

Beyond Boundaries: Regional Overview of Transboundary Natural Resource
Management in Eastern Africa - Transboundary natural resource
management (TBNRM) is gaining currency as environmentalists and policymakers
recognize the limitations of existing national natural resource management
programs, policies, and laws. This study provides an overview of
policies, laws, and programs for TBNRM in the Eastern Africa Region. An
important point to note is that the national boundaries are not sensitive to
ecological issues; they do not take ecosystems into account. This overview is
followed by two very different case studies from two distinct practitioners:
The first case study, on the Minziro-Sango Bay Forest (MSBF) TBNRM Area across
the Tanzania-Uganda border, describes the evolution of a specific
transboundary project, funded by the GEF through UNDP, which addresses the
policy-enabling environment for cross-borders conservation of forest
biodiversity. The second case study was prepared by an International NGO
with a long history of conservation involvement in the region—AWF. African
Wildlife Foundation staff members chronicle their experience with
conservation, focusing on what is developing as a coherent program—the
Kilimanjaro Heartland across the Kenya-Tanzania border. |

Virunga Heartland Project: Mountain Gorillas - In the transboundary
region of Uganda, Rwanda and the Democratic Republic of Congo, the volcanic
highlands of the Virungas and Uganda's Bwindi Impenetrable National Park
shelter the last 670 mountain gorillas in the world. Chimpanzees, golden
monkeys, forest elephants, giant forest hogs, African buffaloes, and a rich
variety of avifauna, reptiles and amphibians share this Heartland of
incredible biodiversity. |

World Heritage in Danger: Virunga National
Park (Congo) - Virunga National Park
(covering an area of 790,000 ha contiguous to Rwenzori Mountains National Park
World Heritage Site (99,600ha), Uganda and Volcanoes National Park (15,000ha),
Rwanda) comprises an outstanding diversity of habitats, ranging from swamps
and steppes to the snowfields of Rwenzori at an altitude of over 5,000 m, and
from lava plains to the savannahs on the slopes of volcanoes. Mountain
gorillas are found in the park, some 20,000 hippopotamuses live in the rivers
and birds from Siberia spend the winter there. Virunga National Park was
inscribed on the
List of World
Heritage in Danger at the 18th Session of the World Heritage Committee
(1994) in the wake of the war in neighbouring Rwanda and the subsequent
massive influx of refugees from that country which led to massive
deforestation and poaching at the site. |
